VCPMS is a secure, configurable case-management platform built only for state victim compensation programs. It handles every stage of a claim: application, eligibility, award, payments, restitution, board governance, and federal and state grant reporting. The same platform fits a small state program and scales for a large program.
HEART4Victims (a Sacramento, CA nonprofit founded in 2018 by retired victim compensation staff and IT professionals) partners with ASDcom, Inc. to bring VCPMS to state victim compensation programs. ASDcom, Inc. developed and maintained VCPMS since 2015. HEART4Victims configures and rolls out the platform for each state. The team delivered California's CaRES system, and VCPMS is now operating for the Maine and Oklahoma victim compensation programs. HEART4Victims is currently implementing VCPMS for the State of Alaska.
