Mission-first software for state victim compensation programs
HEART4Victims implements VCPMS for state victim compensation programs and partners with ASDcom, Inc. Together, we modernize state victim compensation programs without losing the institutional knowledge that programs have built over decades. We believe the people who were harmed should not be harmed again by bureaucracy.
Why this matters
Federal research finds that most violent-crime victims never apply for compensation they qualify for. The reasons are usually the same: the process is confusing, slow, or asks for things the victim can't easily produce. VCPMS attacks each of those reasons specifically. The application remembers where the victim left off. The portal speaks Spanish out of the box. AI pre-extracts the fields from uploaded paperwork. Each barrier the platform removes is one fewer reason an eligible victim gives up.
What we build
Six portals support the people involved (program staff, victims, providers, advocates, law enforcement, Board Members), and 40+ work-item types cover the documents and decisions involved (claims, awards, payments, recovery, and more). The platform is configured for each state to match how their program runs.
HEART4Victims - implementation partner
HEART4Victims is a mission-driven nonprofit founded in February 2018 in California by retired victim compensation program staff and IT professionals. HEART's mission is to leverage innovative technology to help government and nonprofit service providers better serve crime victims, ensuring those victims receive compassionate assistance tailored to their situations.
HEART4Victims brings deep victim-services domain expertise to each VCPMS deployment - implementing and configuring the platform for each state program, interacting with program staff through implementation and support, and ensuring the platform stays grounded in what actually helps victims.
ASDcom, Inc. - the product company
ASDcom, Inc. is a Sacramento-based product company founded in 2015. ASDcom develops and maintains VCPMS, hosts the platform on Azure, and sets the product roadmap.
